Abstract: Early childhood care and education provide the underpinning of high-quality basic education. While it is indisputable that the family and home environment are critical to children's development, education programs outside the home provide children with the basic cognitive and language skills they need to succeed in school. Participation in early childhood programs also contributes to the development of social and emotional competency. Furthermore, investing in early childhood education can reduce gaps that set children with low social and economic status at a disadvantage. Studies show that the returns on such investments are highest among poorer children, for whom these programs may serve as a stepping stone out of poverty.
